Board of Directors Meeting
May 15th 2018
Present: Board Members, Jim Tupko-President; Wayne Winsley-Vice President; Jane Gregory Absent: Beth Nelson and Adam Gregory. Travis Hyatt, Scalzo Property Management.
Call to Order
Mr. Tupko called the Meeting to order at 7:00 p.m.
Proof of Notice of Meeting
Mr. Tupko said that the Meeting Notice was e-mailed, posted on the webpage, posted outside
the clubhouse and posted in the laundry room.
Approval of Minutes
The minutes were reviewed.
Mr. Tupko made a Motion to approve the Minutes of the January 23, 2018, Meeting.
The Motion was seconded by Mrs. Gregory. There was no discussion. The Motion passed
unanimously.
NEW BUSINESS
A: Tenant / Rental issues
Mr. Tupko said that the Association is currently defending itself against a claim filed
by a tenant against the Association for harassment. The claim was filed with the State
of Connecticut and a Mediation Hearing is scheduled. The insurance company was
contacted and have provided legal assistance for the defense against the claim.
B: Vinyl Siding Townhouses
Mrs.Gregory said the Board is limited to the amount of money they can use annually
from Reserves. Mr. Tupko said that the Board has received 4 quotes for the vinyl
siding project. Mr. Winsley indicated that he would like to save money by not
removing the original siding, but not if there are going to be problems later. Mr. Tupko
said that it could be a problem when the vinyl siding is nailed to the old wood siding
the wood could crack and not hold the vinyl securely. Mr Tupko made a motion to
have the old siding removed and house wrap and insulation installed under the
vinyl. Mr. Winsley seconded the motion. There was no discussion and the motion
passed unanimously. Mrs.Gregory made a motion to accept the bid by Titan Craftsman with
the stipulation that the quote would be modified to reflect the old siding removal and
the installation of house wrap and ½ insulation. Mr. Winsley seconded the motion.
There was no discussion and the motion passed unanimously.
C: Painting of buildings 15 and 17
Mr. Tupko said that the last two single bedroom buildings have had two quotes
submitted for painting and wood replacement. One of the vendors that bid withdrew
the quote for licensing problems. CertaPro / Titan Craftsman submitted a bid for
the two buildings at around 15,000.00 each. This includes replacing deck top
rails some deck divider work and deck board replacement. On end of building 17
will have the siding replaced due to a bulge in the building. The gable vents will
be replaced to eliminate the birds access to the attics. Mr. Tupko made a motion to
approve the bid from CertaPros. Mrs Gregory seconded the motion. There was no
discussion. The motion passed unanimously.
D: Roof Quotes
Mr. Tupko said that he had received roof replacement quotes from two vendors. They
were about the same at $14,500.00. Mrs Gregory said that she felt we should table
doing any roofs this year. Mr. Tupko said that the current age of the oldest roofs that
were done in 1999 will be 20 years old in 2019. All the single bedroom unit buildings
will have been done and that would put the oldest 4 roofs at 20 years of age. Mrs
Gregory made a motion to hold off starting the roof replacement until 2019. Mr. Winsley
seconded the motion. There was no discussion. The motion passed unanimously.
